    Gov. Polis Secures Federal Loan Assistance for Colorado’s Small Businesses
    March 19 – Colorado small businesses impacted by COVID-19 can seek individual small business loans up to $2M as part of the Small Business Administration’s Economic Injury Disaster Loan program. Small businesses throughout all 64 counties may seek SBA Economic Injury Disaster Loans. Governor Jared Polis announced that Colorado’s application for federal disaster area designation has been approved. Read more

    Federal Resources

    • The Centers for Disease Control has issued guidance for businesses and employees.
    • Save Small Business Fund Grants: To extend a helping hand to small businesses suffering from the impacts of the coronavirus pandemic, the U.S. Chamber of Commerce Foundation – in partnership with Vistaprint and a coalition of supporting companies, foundations, and philanthropic donors – is working to provide financial relief through the Save Small Business Fund. We will be accepting applications for these grants beginning Monday, April 20, 3 p.m. Eastern Time.

    • Small Business Owner's Guide to the CARES Act: The programs and initiatives in the Coronavirus Aid, Relief, and Economic Security (CARES) Act that was just passed by Congress are intended to assist business owners with whatever needs they have right now. When implemented, there will be many new resources available for small businesses, as well as certain non-profits and other employers. This guide provides information about the major programs and initiatives that will soon be available from the Small Business Administration (SBA) to address these needs, as well as some additional tax provisions that are outside the scope of SBA.
    • Federal Emergency Management Agency (FEMA): FEMA is an agency of the United States Department of Homeland Security. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. FEMA has also created a Coronavirus Rumor Control page. Rumors can easily circulate within communities during a crisis and this page is designed for communities to stay informed on what is rumor versus fact related to the coronavirus response.
    • The U.S. Department of Labor has developed some guidelines for how companies can prepare their workplace for COVID-19. In addition, the Occupational Safety and Health Administration (OSHA) has launched a COVID-19 website with information specifically for workers and employers. There is also information on issues relating to wages and hours worked under the Fair Labor Standards Act.
    • The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) has issued a national emergency declaration to provide hours-of-service regulatory relief to commercial vehicle drivers transporting emergency relief in response to COVID-19.
    • Cybersecurity and Infrastructure Security Agency (CISA): CISA executes the Secretary of Homeland Security’s responsibilities as assigned under the Homeland Security Act of 2002 to provide strategic guidance, promote a national unity of effort, and coordinate the overall federal effort to ensure the security and resilience of the Nation's critical infrastructure. CISA uses trusted partnerships with both the public and private sectors to deliver infrastructure resilience assistance and guidance to a broad range of partners.

    State Resources

    Emergency Sick Leave: Governor Jared Polis declared a state of emergency for Colorado and triggered emergency rule-making by the Colorado Department of Labor and Employment (CDLE). CDLE published the Colorado Health Emergency Leave with Pay Rules on March 11. The rules require that employers provide up to four days of paid sick for employees being tested for COVID-19 in select industries: leisure and hospitality; food services; child care; education, including transportation, food service, and related work at educational establishments; home health, if working with elderly, disabled, ill, or otherwise high-risk individuals; and nursing homes and community living facilities. The requirement is not on top of sick leave an employer already provides and does not cover wage replacement should an employee test positive and require quarantine resulting in lost work time and wages.     Business Resources from Colorado Emergency Preparedness Partnership (CEPP)

    Governor Jared Polis has ordered the closure of all bars, restaurants, theaters, gymnasiums, and casinos in Colorado in an effort to protect and preserve the public health. The order, effective at 8 a.m. on March 17, allows restaurants to continue to serve meals for delivery or carry-out, but not for in-person dining. It will stay in place for at least 30 days. The Colorado Department of Public Health and Environment (CDPHE) has released guidance for retail food establishments affected by this order.

    Business and infrastructure partners are invited to attend a business and infrastructure partners call concerning the Novel Coronavirus 2019 (COVID-19), hosted by the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA) and FEMA’s Office of Response and Recovery Logistics Management Directorate. The teleconference will include an overview of the current situation, a discussion on supply chain issues, updates from available regions or sectors, and will conclude with an open forum for questions and information sharing.

    These calls will occur twice weekly until further notice.

    The Centers for Disease Control and Prevention is also hosting a conference call where Dr. Nancy Messonnier, Director of the National Center for Immunization and Respiratory Diseases, will share guidance for the private sector, including what CDC knows at this point and what CDC is doing in response to this outbreak.     CEPP also encourages you to register in the Colorado's Business Emergency Operations Center (CO BEOC). As this situation progresses, you will have access to situation reports as well as coordination calls in response to needed resources and services.
